Minnesota’s “Fly Minnesota Airports” Passport program is sponsored by the MnDOT Office of Aeronautics and Minnesota Council of Airports (MCOA) to promote flying in Minnesota. The program rewards pilots who fly to Minnesota’s publicly-owned airports, attend FAA safety seminars, and visit Minnesota’s aviation museums.
