Aero Update From: MnDOT Office of Aeronautics – Commercial Operator License Compliance

Posted on September 23, 2025 by mwflyer

As a reminder to all Minnesota public-use airport managers, commercial operators on public-use airports are to be licensed and compliant with Minnesota Rules 8800.3100 through 8800.4000, which outline the full set of licensing requirements and definitions for commercial aeronautical activities.

Any commercial operator conducting business on public airports and serving the general public, such as flight schools, maintenance providers, and aircraft rental operations, must hold a valid Commercial Operator License issued by the MnDOT Office of Aeronautics.

If you’re unsure whether a tenant or commercial operator has an active MnDOT commercial operator license or meets the requirements, please reach out to MnDOT’s Office of Aeronautics.

We appreciate the continued partnership in maintaining safe and accountable operations at Minnesota’s public airports.
