Rush City Regional Airport (ROS) has completed a major reconstruction of its primary taxiway, strengthening the airport’s infrastructure while ensuring safe, efficient operations for years to come. Working in partnership with Short Elliott Hendrickson Inc. (SEH®) and the Minnesota Department of Transportation (MnDOT) Aeronautics, the City of Rush City transformed Taxiway A from a deteriorating pavement into a modern, FAA-compliant asset designed to meet current FAA standards and support safe, efficient aircraft movement.
A Critical Airfield Lifeline
Taxiway A serves as the airport’s only parallel taxiway, providing the essential connection between the runway and four intersecting taxiways that distribute aircraft throughout the airfield. Nearly every aircraft movement at Rush City Regional Airport depends on this corridor, making its condition vital to both daily operations and community events.
Years of groundwater infiltration had compromised the pavement structure beneath the surface, resulting in joint separation, rough ride quality, and widespread pavement distress. While an asphalt overlay could have provided a short-term surface improvement, it would not have addressed the underlying structural issues threatening the taxiway’s longevity.
Engineering a Long-Term Solution
SEH worked closely with the City of Rush City and MnDOT Aeronautics to develop a comprehensive reconstruction plan that addressed the root causes of pavement failure rather than simply treating the symptoms.
The project included the complete reconstruction of approximately 4,400 feet of Taxiway A, rebuilding the pavement from the subgrade upward to meet current FAA design standards. The reconstruction also restored continuous taxiway connectivity, improving aircraft circulation throughout the airport.
To eliminate the source of previous failures, the project incorporated a continuous drain tile system, subgrade stabilization, improved grading, and upgraded stormwater management. Together, these improvements divert groundwater away from the pavement structure, protecting the investment and extending the life of the new taxiway.
Maintaining Airport Operations
Because Taxiway A is the airport’s primary taxiway, maintaining access during construction was essential. The project was carefully phased to minimize operational impacts while maintaining safe and reliable airport access throughout construction.
Construction sequencing also allowed the airport to host its annual fly-in event, including its popular pancake breakfast and aircraft display. Completing critical work before the event enabled the community tradition to continue uninterrupted while construction advanced into the second phase.
Delivering Quality, Compliance, and Funding
Construction at an active airport requires careful coordination among engineers, contractors, airport staff, and regulatory agencies. Throughout the project, SEH provided construction administration, quality assurance, and compliance oversight to ensure the reconstructed pavement met applicable FAA and MnDOT requirements and performance standards.
The team also coordinated FAA Airport Improvement Program (AIP) funding, MnDOT participation, environmental documentation, and local sponsor requirements, helping the airport maintain funding eligibility.
Investing in the Airport’s Future
Today, the reconstructed Taxiway A provides a smooth, durable, and structurally sound surface that supports safe aircraft movement across the airfield. Just as important, the drainage and subgrade improvements below the pavement address the underlying conditions that contributed to its deterioration, helping protect the airport’s investment for years to come.
